I like your idea of employers discriminating against those who are homeless. It makes sense that they would be reluctant to hire them, so some how you would need to come up with a claim that the employers (if they were your audience) would disagree with. Maybe something along the lines of employing those who are homeless will improve the image of the company, or those who are homeless are just as capable as those who are not.
poverty on a country's reputation may also be a good paper. It may be difficult to find information on it though. There are lots of countries that get a bad name when they are discussed because of their circumstances when in many cases, they can't help themselves with the resources they have (or don't have).
